I heard this rule from the mods, but I'm a bit confused. If I do crash a region and password protect it, do I need to tell all of the natives inside of the region, or only to the natives that I ban? Meaning, do I need to the unbanned nations what the password is?

If you are not elected by natives, then I believe the rule is that you need to hand out the password to ALL natives, whether you ban them or not.
