Before I get in any trouble again.Is it allowed to have the website of your region in your motto?

Yes, it's allowed.
Most URLs are allowed in national mottos and regional World Factbook Entires. The only exceptions that come to mind are the URLs of pornography sites (those will get you deleted-without-warning) and browser-hijacking pop-ups* (you'll be lucky if you don't get deleted-without-warning). There may be other exceptions that I can't think of right now, but most URLs should be okay for mottos and WFEs.
* The kind of pop-ups that move around, make lots of noise, and when you close one, 5 more pop-up.

But in all seriousness, yes, that is correct. If you permit pornography to be posted on your offsite forums, then linking to them from here will get you modbombed*. If your forum hosting service uses porn pop-ups, then linking to the forums from here will get you modbombed.
* ...and that's assuming that your forum hosting service allows porn to be posted on their servers. If they don't allow it and you don't ban users who post porn on your forums, then your forum could be deleted by the hosting service Admins. This, however, is outside NationStates jurisdiction.

While it can be argued that there is a difference between tasteful nudity and obscenity, it is still a subjective (and controversial) distinction. Thus, the official position is: For the sake of expediency, all nudity is classified by NationStates Moderators as falling under the "obscene" clause of the NationStates Terms and Conditions (http://www.nationstates.net/pages/legal.html). In rules enforcement, we simply don't have the time to argue over whether a particular nude image is obscene or not, as this would cause a small fraction of cases to require inordinate amounts of our time.

Taste has nothing to with it. "Adult" pictures can be in good taste, but they are still "adult" pictures. NationStates is not an "adult" game, so a link to "adult" pictures is illegal. I already knew the answer, but I thought this question would arrise. I was just being mean to dear old Cog ;)

As a matter of fact, they don't even have time to worry about whether something that is close to the line is over the line or not. So scantily-clad, non-nude images, etc. can be problematic too. It's best to just steer well clear of the line and play it safe. Then you won't have any problems.
All of my opinion is non-modly and completely unofficial. I'm just a player that thinks he has a point.
