Can Mutant Dogs be revived?

Hey mods before you say no just hear me out.

About a month ago Mutant Dogs was deleted cuz I spammed and the mod said stop and I did, but someone complained and DEAT.

Anyway, there is this list (stickied) in international incidents which I really need to update and if you let me have Mutant Dogs back I promise I won't spam again.

Anyway, thanks for reading.

You weren't just deleted for spamming, you had past offenses, too:

Okay, looking up "Mutant Dogs" in the official records, I notice that he has a past history and a note to delete the nation on the next offense.
