Regional Password question

I've checked the stickies and couldn't find an answer, so I figured I may as well ask...
Am I allowed, as delegate of a region, to put a password on my region without giving the password to the regions natives? Some of my natives are insisting that if I lock down the region, I need to give them the password or something. A very brief clarification would be greatly appreciated.

As far as I'm aware, there's no obligation for you to distribute to them the password, under normal circumstances. However, they chose you to be their protector, so I guess it's up to you. I would generally do so, but that's just me.
As far as my understanding (you will require a mod for the offical version). You technically may, however it is extremely unethically not to supply the password.

It seems to be an entirely optional decision. As Founder of my region, I created a password so people cannot just come inwhen they like.
The UN Delegate and myself change the password each week, it's just a little thing that makes us feel important!
No-one else, however, is given the password unless in exceptional circumstances. Given the fact that you aren't Founder, I would suggest giving others the password to ensure peace in your region.

Founders: Can do whatever they Hell the want (aside from flaming, posting porn, etc.)
Native Delegates: Can password protect without telling natives. Can kick natives and leave them on the ban list. Can kick any number of non-natives and leave them banned.
NON-Native Delegates: Must distribute the password to all natives (regardless of most recent activity). Must remove natives from the ban list immediately. Can kick any number of non-natives and leave them banned.

What if a native delegate is in a region without a founder and he's trying to refound the region,is there a percentage cap on those ejections?
Wouldn't the tactic of eject/banning natives to refound the region be classed as griefing and cause detonation of a mod bomb?

The same 'percentage cap' as there would be in any invasion. To be on the safe side, refoundings should be completely voluntary. Also, checking in beforehand is a really good idea because it keeps people from going "a griefing!" and getting the heavy artillery pulled out.
