Is there a procedure?

For exemple, are moderators requested to tell someone why he is banned? Are moderators requested to give a warning before they make a sanction? If yes, always, or in which cases (flaming, threatening, illegal invasions...)?
Or can moderators do whatever they want? The rules are unclear enough to let them ban/delete anyone, given he participated to a thread.


I asked this because I found no answers in the rules. Apologies if I missed something.

Generally speaking, the moderator staff does give warnings for minor infractions, usually either in the thread in which they take place, or in the moderation forum thread that brings such rulebreaking to our attention.

When nations request to know why they have been banned (if they have not checked the threads they have been participating in) the answer is usually given them.

There are some infractions which are so severe that the nation in question is deleted immediately, but this is usually pretty rare. One example is where new nations are puppets of players who have broken the rules so constantly and flagrantly that they have been "disinvited" from returning to the game again.

A moderator is allowed to delete people for any infractions they deem fit the punishment. However, all the other mods can see a log of any moderators actions and we constantly review each other's decisions. If we as a group feel a misjudgment may have been made, the decision can be reversed.
