Imagine that this happened:
A nation in your region posts a lot of junk on the regional message board. It is not excactly spam, nor is it offensive or blatantly against the rules; rather, it is just annoying junk that no one likes. The nation is highly respected within the region. That nation later comes back and posts on the message board that his/her nation was being used by a friend, who does not have a nation of his/her own. Everyone in the region believes this story. This nation is not the founder.
Would it then be legal for that nation to clear the junk, using "--CLEARING JUNK--?"

so yes, I suppose it would be legal. Naturally you'll need an official opinion though.

The mods have stated pretty clearly that noone but the founder can clear spam. Surely you can hold a small conversation for 10 posts that would clear the spam?

If you check out this (http://forums2.jolt.co.uk/showthread.php?t=383318) thread on the first page of Moderation, a nation was just deleted for clearing spam as the Founder via a puppet nation of his. Only the Founder nation itself, not a puppet of the Founder or anyone else, can clear spam from the CH board.
Not that I would advocate rule breaking, but you would not be the first nation who is not a founder to clear spam. But as I said, I am not advocating rule breaking, so instead, post random messages reminding nations to sign up on the offsite forum, check the website, recruit, etc.
[Edit] When I said you would not be the first I was thinking of an incident this morning. But again, unless you are the founder, the answer is no, every time. Just do some of the other suggestions posted in this thread.

as it alows for player discussion off rulings off site
and can be used to request the opining of new threads or links right to them
RTW, we would have to create a new thread specifically about the MDSC in order for it to be sticked. Anyway, I agree with the sticky, not only because I founded the MDSC, but because a lot of people would find it to be useful, particularly the "Ask an ex-mod" feature by Stephanie.

Non-moddish opinion:
NationStates doesn't grant official creedence to offsite forums. If it's not part of Max's grand empire, it really shouldn't be in a sticky.
(Yes I know, we link to other sites in other stickies. Links to sample storefronts are one thing, providing a link to a quasi-official site for rulebreakers and gripers to whine is another thing entirely.)
