He is a native, and I don't think he has even ejected 20 yet.

Non-native nations can be kicked by anybody in any number. If the people being kicked are invaders, there's nothing wrong with that (and it's probably a good idea anyway).
Native Delegates may set a password and not tell anyone, if they wish. I don't believe there's anything illegal going on.
