People give away puppets all the time. Scroll down a few pages of Gameplay for multiple examples.
My non-modish 2 bits: Asking for them ... ehh, in poor taste, but I can't think of any reason it would be illegal.

It's legal, though very dangerous.
If you share computers or nations with a rulebreaker, then you risk getting connected to the rulebreaker and punished for what that rulebreaker did. This is especially true if you share nations with someone who hasbeen declared permanently banned from NationStates (a.k.a., declared Delete-On-Sight).

What if they are not shared, but given away, with the e-mail address wiped and then changed, and the nation is operated from a different IP?

I used to have a nation around here somewhere, cant remember the name, I figured the best way to get another one with a similar population was to ask. Its not breaking the rules.
