Probably not. If anything, it's proof that they have the specific technology, in case they get into a war, and the technology they're using is in question.

I think I know what this is in reference to...

At any rate, tech threads, in and of themselves, are not against the rules. For instance, I've got one (http://forums2.jolt.co.uk/showthread.php?t=318301) for a puppet of mine. However, if the thread becomes little more than bumps, then it starts to smell of spam. If you have ten to fifteen posts in a row that are nothing more than "x/y complete", you're spamming. If you have nothing to add other than a percetange, please wait until you do have something of substance to add.
