Actually, it's a game mechanics violation; the UN does not maintain its own military force. All three have been deleted.

I can't find any UN proposal talking about gnomes. Additionally, according to official records, no Moderator has ever deleted any proposal containing the word "gnome" in its title in the history of NationStates.
