It's quite impressive really... Can I report this guy, even if I don't currently reside in the region?

Next time, though, in-game rule violations get reported via the Getting Help Page (http://www.nationstates.net/cgi-bin/index.cgi/page=help).

I do know that. (I end up having to report advert spammers every day... ) I just wasn't sure whether I could report someone for spamming in another region...

Spamming is spamming. There are no two ways about it.

Personally, I don't think you should have reported him. If someone from that region thinks that that is spam, they will report it themselves. I'm a region founder, and I certainly wouldn't like it if some outsider read my regional HQ and started to report "spamming".

On reading their regional HQ (the part which is available to me as a player), it seems that they DO think that it's spam, and that they DO know about the "getting help" page. This means that they would probably have reported it anyway.

Ahhh thanks. I wasn't aware that by posting this I was reporting him anyways... I'll know in future... :)

Any player can report rule violations; it doesn't matter if they reside in a region or not.

as a player you are required to report any tos violations to the mods asap

I was wondering why you were so persistent about this quest of yours. Point me to the place where it states that, please.

Since many of the site rules and TOS are based around judgement calls, Mods are selected because Admin trusts their judgement and impartiality. There is no similar requirement of players, as even the most casual reading of these forums would attest.

If you want to help out the Mods by reporting what you think are violations, more power to you. Just don't claim it's a requirement.

Required? Oh, certainly not. We aren't the KGB, after all. We'd like it if you'd report stuff, otherwise we likely won't know, but you aren't required to.

Lol, that would completely block my ability to play. I see about 20 violations every day. :p
In real life it's obligated, but not in this game.

Then, check the logs and post the exact quote; next, we'd have to get the moderator who said it to confirm it as well.

You can log your chats with IRC, if this is enabled, they should be saved in the folder of your IRC client. I'm just saying, I highly doubt a mod said you were required to report violations.

This whole issue is ridiculus. The mods have no means to prove if we saw a violation. This is a non-issue, I say we forget about this. The mod obviously didn't know how serious that answer was taken, and I am not even sure if that "Yes" was on RTW's question. I'm definitely not tagging this topic for any interesting replies :p

I've just brought this up for discussion amongst the Moderators. In the meantime, I'm inclined to agree with Hack: Players are requested, not required, to report rule violations.

Any player may report spam in any region. You are not required to be a resident of the region to report a violation in that region.

I'd rather address the issue as is and get a moderator response then sit back idly and let a player assume this is the way the game works.

I'd agree with you; I've seen countless violations everyday that I don't report for whatever reason.
