It would give any number of people too many UN votes so that they could undermine technically what the UN seeks to do in the game.
Because UN delegacies would become a matter of who can create the most UN nations.

Every game has rules. When playing monopoly one does not ask why you can only throw the dice once. It is part of the game. The UN rule has some logic, but it doesn't have to be. Rules are what makes the game. Without gamerules we'd all be bored fast. There is no gamecreator in the world, who is able to make a game without rules.

At one point a game was released called "The Game", which consisted of nothing more than a triangular base and a very large number of dice in several colors. No rules were included with the game.
Part of the game was to first create a game yourself using the provided elements. People sent in their own invented rulesets, which were then distributed among those who bought the game.

Okay, in this case the rules weren't made by the gamecreator. I don't think that any of the buyers were able to create a game, without inventing rules. Rules, no matter how silly, have to be part of a good game.
I have played Dungeon Siege for a long time, where many players were able to create their own rules. It wasn't fun at all, with all those godmodding noobs around. Dungeon Siege is not a nice game to play on-line. I remember killing a monster with one blow and gained 10 lvls up for every hit. A "no rule" environment leaves to much room for godmodders.
