If i were to create a region and then make a new nation then move my orginal nation into another region how can i make my new nation leader of my created region? ^_^

Here is the skinny..
Create the new nation first.
Then, create the new region with the new nation.
That way, your nation will be the founder.

Once a regional Founder is deleted, a new nation cannot be made Founder in its place, if I understand what you're asking correctly.

yes it is so wha tyour saying is that my region is doomed to anarchy unless my ld nation moves back in O_o

Your old nation, if it's not deleted, will always be Founder of that region regardless as to where it resides. If it was deleted, but non-resurrectable, then, there's nothing you can do.
