Request for clarification re: discussing repeals

OK, just got my thread "The Repeal "Rights of Minorities and Women" bandwagon starts here" locked. I'm not here to bitch or complain, but as a n00b just wanted an exact clarification of why.

So, my reading is that it's forbidden to talk about a repeal until after the proposal has been passed, is that a fair enough interpretation? Secondly, if this is the case is it written down somewhere? If so could I get the link, so I can check out to see if there's anything else I missed? If not would it be worth adding it to the "Repeal Writing Guide" sticky?

I don't think it's too much to ask to wait until a proposal passes before worrying about repealing it. I'll unlock the thread once the voting ends.

Actually I'd be grateful if you could either keep it locked or delete it since it has now been superceded by TilEnca's "Repeal "Rights of Minorities and Women" proposal" thread. Anyway, this case was somewhat unique in that the proposal was largely opposed on technical grounds, though mostly supported ideologically, and there was a feeling it was only passing on sentiment. So there was an emphasis on getting a well-phrased repeal drafted as soon as possible so we could beat the inevitable "I h8 this proposel, gays suxxxxx" repeal attempts. Still, clarification given, thanks, I'll bear it in mind in future (though I hope that there won't be similar circumstances any time soon).
