Endorsement-swapping

I have a bit of a problem. I wish to endorsement-swap in my home region, but the main bodies of both the invader and defender armies are stationed there, and members of both are constantly coming and going.

How do I endorsement-swap without unintentionally sending out the same message to some people that I sent a message to in my last swapping session, since some left and returned to the region between that time and this?

If I do, by accident, send an endorsment-swap message in this manner to someone I already contacted, will I be modifled for spamming?

Well it would seem to me that those residing in a Pacific would have to be subject to reciving multiple messages from perhaps their delegate or the Delegates staff, as teh Pacifics are too huge to really be sure that youare not sending multiple messages out and they do voluntarily live there,
to expect you to personally remmeber everyone you sent a message to is just silly.

More than one message to a single nation is spam.

You can only send one TM to a nation asking for a endorsement, whether the nation has moved away and then back again doesn't matter.

On the other hand, I don't think there's a rule about asking on the CH board for them, providing it's once per day (To be safe.)

I think the first part is correct.

I'm certain the second part is correct: One "Endorse me" ad per day on the Civil Headquarters is the limit.

All right then, in the next endorsement-swap cycle I do, I will finish the process of putting all nations that I have endorsed or that endorsed me in my Dossier.
