Someone in a region I'm a member of is using two or three puppets to post continous spam on the HQ. The spam is never too abundant, but there are always two or three spam messages on the HQ from this person, and it's been going on for quite some time, despite him being asked to stop. (His messages are usually along the lines of "Chickens smell nice" and "I eat dogs")

Now, is this person breaking any NS rules and can I report him?

I'd just make one report.

Well, one report stating all three name should be enough. And any more would probably be an annoyance to the mods. Anyway, only one should be required.

I understand. I meant if I reported him, and after a while he began another slew of spamming... Thanks again, and away I report!

If s/he continues to spam after the mods have had a while to deal with it, say a week or more, you might want to send another report then. Most likely, though, that won't be necessary.
