Hello, i am currently residing in the region called the Socialist Capital. Apparantly in my absence, there has been an invasion and everyone left, i am the one there and i just moved a puppet of mine in the region. I ask the moderators to make me the founder of said region. Thank you
Why would you be interested in being the founder of someone else's dead region?

I doubt they will do it. The appointment of Founders is only done in very rare cases, and I have not yet found out why they do it in some cases, like mine, and not in others. What I recommend you do is, leave the region, keep an eye on it to make sure no-one else enters, and then re-found it after the game deletes it. Unlike the nations, region names can be reused after they are deleted.
Edit: Also, your reasons are not exactly convincing.

Shouldn't it be the founder's decision what he/she wants to do with the region?
Why not make your own region?
