Abusive telegrams should be reported via the Getting Help page (http://www.nationstates.net/cgi-bin/index.cgi/page=help). Do not delete the telegram in question until a moderator has verified it.

The Getting Help page is to be used when you have to report a person's name. I am pretty sure that when a mod sees this, the thread will be locked and your post censored.

Unless there was a recent policy change, it's quite a bit broader than that.

If someone's cheating or violating rules and you need the help of the game mods: Visit the "Getting Help" page here. It'll be a lot more convenient for us if you post your request here instead of making a thread on the forum.

There are several types of requests we take on the "Getting Help" page listed there; if there is no suitable category for your request, just select 'Other.' If you need a very quick, urgent response (i.e. a serial spammer of some kind, a request for a locking, etc.), then posting in this forum may be best. However, if you are requesting a scan for UN multis or reporting a frequent TG griefer or offensive flag, the Getting Help page is your best bet.

The general rule of thumb is:

Game-Related Help - Getting Help Page
Forum-Related Help - Moderation Forum
Time-Critical Game-Related Help (such as spam in a very large region that will scroll off quickly) - Moderation Forum
Anything At All - #TheModCave

The part in bold is not correct, if this is a case of accusing a nation that sent abusive telegrams. The concern about public accusations is that there are certain kinds of accusations that a player cannot verify. Generally, its accusations of UN multying that are the concern: Only a Game Moderator can verify can someone is a UN multi. Thus, players are asked not to accuse someone of UN multying publicly because the accusation could be incorrect.

Similarly, if a puppet nation is being used to... oooh, let's say... post spam on a Regional Civil Headquarters board, then players are asked not to publically accuse someone of being the puppetmaster because players cannot verify who the puppetmaster is. Only a Game Moderator can verify who the puppetmaster is.

When an abusive telegram is sent to someone, the recipient can usually be pretty sure that he/she got an abusive telegram and which nation, exactly, sent it. (...though if the telegram is from a puppet, then the "Don't publically accuse puppetmaster" thing mentioned above comes into play, in which case the bold part, above, would have been correct.) (Well, I don't know if I'd lock the topic for a "puppetmaster" accusation; I'd censor the names, to be sure, but I wouldn't automatically lock.)

That said.... Complaints about abusive telegrams should be sent to the "Getting Help" page, but the reason for this is because game complaints should go to the "Getting Help" page... and not because of the "You can't prove that they really did it, so don't publically accuse them." rule.

As for the general rule-of-thumb: Goobergunchia is correct.
