I think the poster intended to forestall debate by adding "(no comments please...just an informative)". While this may be a reasonable request in a RP or factbook topic, I don't think the topic starter can reasonably request "no comments" in a UN topic. Commenting is all we do there. If someone would address that point in-topic, I would be grateful.
