I posted this in Technical, but someone told me the thread belonged here, so I hope you don't mind. Another nation also linked me to the Forbidden Actions thread, but I already know those rules. I was thinking of the more in-depth rules, for example, Blackbird informed me today that advertising in dead regions was recently outlawed. I wanted to confirm this rule, and a few others I have heard over the months. So is there a thread with all the in-depth rules, or do I have to ask my questions one at a time? Thanks in advance for all the help, and please repsond.

I would go by the Forbidden Actions thread, and you're probably going to be safe. If you don't need to telegram nations in player-created regions, consider not spamming them, but it's not something you'd probably get deleted for. The rules are mostly variants of "play-nice" - if you've already found a region, it's not very nice to get a telespam asking you to move somewhere else.
What if the region is dying, such as no Delegate or Founder and no posts on the regional message board for over five days? If that would not qualify as dying, what would?

It is illegal to send unsolicited recruitment telegrams to nations residing in player-created regions. Whether or not the region is "dead" is irrelevant.
