Euros and UN Funding

These issues have come up in working out the bugs in my Golbal Literacy Act (see the Unitied Nations Forum).

1) Is a reference to Euros and unacceptable link to the real world? I can give a very awkward alternative definition using the price or bread, milk, or gas in a certain nation, but I thik the language really does get ugly.

2) How is the UN funded? I understand that the UN leveling taxes is forbidden, however I have assumed that many member nations do donate some unspecified amount as they wish (in a fashion similar to the Real World UN). Can I assume that is the case for Nationstates?

1) I wouldn't risk it. Euros and Dollars don't exist in NationStates, but I don't remember ever deleting a proposal because it talked about dollars. Nevertheless, it'd be a good idea to avoid talking about real-life currencies. Ask in the UN forum for suggestions on how to rephrase it.

2) I think it's assumed that resolutions passed by the UN are enforced (and therefore funded) by the bureaucracies of the member nations; The UN says "Social Justice: Companies must offer paid vacations" and the national governments go and enforce it, so it's on the national budget to implement these things. Why do you ask?

As part of a draft proposal, http://forums2.jolt.co.uk/showthread.php?t=368459 I want to have the UN fund studies. I wish for there to be a UN task force to administer these grants and produce an annual report of member nations. I am beginning to wonder if the proposal should include a request for donations from member nations.

"THE NATIONSTATES UNITED NATIONS shall form the United Nations Educational Committee, or UNEC, which shall resolve all of these problems in our nation's educational systems by providing funding to these systems, so they may repair unsafe schools, purchase security systems to protect our students from harm, provide extra-curricular activities to help our children's mental and physical state of being, provide them with healthier school lunches, provide a better learning environment for our children by training teachers and purchasing more up-to-date materials for the students, and overall ensuring our world's future to be a prosperous one. "

Do I read this correctly that UNEC is "providing funding"? This strongly implies that there do exist NS UN funds that may be spent. Is there a MODERATOR that can comment on this?

I'm not a moderator, but I've worked closely with the UNEC's author Hersfold.

The resolution does in fact imply that a new UN committee, named the UNEC will provide funding to national education based programs. The resolution did not explain where this funding comes from.

Cog's suggestion that UN member nations pay the UN is the basic *assumption* that many of us have been "roleplaying" on, but Hersfold and I worked in late May through July to come up with a United Nations Education Trust Fund of sorts in a new resolution that would basically explain where that funding magically came from.

The UN rules changed since July and real-world references may result in a game moderator issuing your nation a warning ... and any resolution that mandates NS forum activity stands an even better chance of getting zapped.

You could always use a make-believe currency, and your own nation's currency might be a good starting point. Unfortunately there will be some players who will object to this, but an alternative would be to create some sort of tax based on GNP / GDP or something else. (Just an idea there.)

But if you want the UN to just fund things, this has been done in more than just the UNEC resolution, and I'll certainly be happy to dig up other examples if necessary. I'd rather see original ideas from players get their time in the sun than too much nitpicking (though some nitpicking can be fun). ;)

I believe that resolution forbids the direct taxation of citizens, not nations.

I concur with Hack.

Funding for the enforcement of any UN resolution is assumed to come from payments by national governments. These may assumed to be of two kinds:

1) The national governments pay whatever costs are necessary to enforce the UN resolution within their own borders.

2) The national governments pay the UN who, in turn, funds whatever programs or changes are being implemented.

There are well meaning, but mistaken people wandering the forums. I sincerely appreciate the clarification.

To avoid a dreaded synchonicity with the real world I will not use "Euro" and will instead implement a confusing but all together independent stand-in based on the price of milk and bread. Please se my draft statement in the Unitied Nations forum. That single article is longer than the rest of the document.
