How long must a nation reside in a region for it to be recoginsed as being a native?

I think the term applies if you were in a region before an invasion happened, and then did not participate in the invasion in any way.

I do know for sure that you cannot be declared a native of any of the game-created regions (The Pacifics, The Rejected Realms, or Lazarus). Why this is, I'm not sure, but it came up a few months ago when Great Bight was Delegate of The North Pacific.

there isn't a set time or a real definition of natives, because of the possible loopholes (and people using those).

a native is simply that, a native of the region.

and then there's also neut's entire intention story...

Actually Hersfold, I don't think the Pacifics thing is strictly true. The reason Great Bight was not in violation of the native rules was because he was internally elected by the natives. So he could kick up to the max of the ban list and not be in violation of the rules.

Cogitation put forth his definitions here (http://forums2.jolt.co.uk/showthread.php?t=344601) in posts 7 and 11.

If a team of people managed to take over one of the Pacifics in an invasion, then the native/invaders rules would come into affect.

If a team of people managed to take over one of the Pacifics in an invasion, then the native/invaders rules would come into affect. That's correct. Because invading a Pacific is (virtually) impossible to accomplish, nativity rules don't usually come into consideration.

As for the original question, crazy girl was right about no specific time limit, and the post Eastide linked is also good. There's no set answer to your question.
