Can anyone point me to where the UN rules are posted? Like, where I can find what rule I violated when I got booted and threatened with nukes?

Second, you should read similar stikies in the Moderation forum. Just go up to where it says Massive Multiplayer Online Games > NationStates and click on "NationStates". From there you will find the "Moderation" forum.
First read a few of the threads and then you might post asking for advice. Moderators or frequently players will respond.

The telegram that threateans you with nukes is the automated UN multi telegram that's usually sent out when a nation is booted from the UN (though the Game Moderator who boots you from the UN can override this automated telegram, if necessary).
Specifically, you were ejected for being a UN multi with the nation "Downtown DMZ".
Do not use more than one UN nation from the same computer.
