If a region is empty, and you are waiting for the update so you can refound it then some wacko plops down in it, can you become delgate and kick him out?
He wouldn't be considered a native if he just moved in an hour before you did?

Unless you are already delegate, I don't think this will help. If you are delegate, yes, you can kick a non-native. To become delegate I believe requires you get elected + an update.
The danger with refounding is that anyone is free to refound "dead" regions... this person COULD possibly beat you to it after update.

Well iwas watching the founder die. He died, so I was waiting for the region to die. Some nation moves in.
If I can become delegate with assistence can I kick him out without getting in trouble. He can't be considered a native. So I will boot him then refound at my liesure?
I don't want to get deleted. He may be mad. The XML will show that he moved in before me, (3 hours). but it won't show the time.

To become delegate I believe requires you get elected (by others in the region)+ an update.

Well I'll move my UN nation there. Then make some calls and have some freinds come along to endorseme. The give the poor s.o.b. the boot.

As long as there are nations inside thre region, it will not disappear on update. Your plan could work.

Yes.
I assume that the target-in-question is a non-native. Therefore, any Delegate (Internally-Elected or Invader) can kick him out.

If they have to move in, they are not natives. If the region is empy, when they move in, they can't kick anybody out to grief it ;)
