The incidents have been bumped off in The North Pacific, however.

I agree. From what I've found with this site is that it's huge. There are countries joining almost every minute. I have been promoting this site in my forum as I know several others are doing. What you're seeing is just new members.

I think that LE is saying that given the pattern of the nation names, it looks like someone was using the quick creation of consecutive new nations to effectively "spam" the Regional HQ's of the Pacifics...making it impossible to track who had moved through the regions before the decoy nations were quickly founded.

Its been done before by invaders... they move in people, then create a lot of nations to bump things off, same with moving around, it is a quick way to clear the regional happenings...

Yes, if it's done in a player-created region, it's illegal to spam the regional happenings.

No, it's not legal.

However, when it comes to mass creation of puppets, how can it be proven that it is intentionally spamming? People make lots of puppets all the time *coughcorinthecough* and this is sorta a natural reaction of it. Besides, a new nation every few minutes is normal--but, because no one else has been doing anything for a few hours, it must be spamming.

I resent that. I have only 74 puppets, and the youngest is created about 3 weeks ago. Creating puppets to spam the regional happenings is a whole lot of work. It takes at least 30 puppets to do that, since they appear in random Pacifics, unless you move them to the Pacific of which you want the regional happenings cleared. In that case 10 will be enough. I would never spam the regional happenings of a Pacific. Every mod knows that I value my nations highly.
I am one of the minor puppetmasters here :p
