how long can i keep a nation on that list if he is not a native and has spamed our message boardL

One, you should report him via the Getting Help Page under FAQ.

Two, you're the founder, you can keep people ejected as long as you want.

You are the founder of the region, which means you can ban ANYONE from your region for whatever reason, for however long you want.

Is that mean as a founder you can kickout anyone that you like for any reson? and how do you ban a nation? I'm a founder and that part is like greyed out for me. or it is only works when you kicking out nations?

you can kick nations out by clicking on the link [regional control] on your regions page.

you'll see a dropdownlist (or if the region is over 100 nations, a field in which you can type the nation's name).
you can pick out a nation there, and eject it from the region.

under this dropdown list, you'll now see another one, called the banlist.
on this, you see the nations that are banned from the region.
nations that are ejected, automatically land on the banlist, and it is the only way to put them on it.

if you want to unban a nation, just select it from the banlist, and click on unban.

A founder can kick everybody out, for no reason at all. If you are founder, you can even kick yourself out :p

In your regional screen you see the [regional controlls]. There are the tools to protect your region.

how long can a native del. in a region with a founder keep some one on the ban list

a native delegate is allowed to keep someone on the banlist, but of course the founder can always remove that person from the banlist.
also, a native delegate is not allowed to kick out too many natives (but can kick out as many non-natives as he wants and also keep them on the banlist).

A native is a nation that has lives in the region, usually has been there for a while.

A non-native would be a defender/invader who has come to defend/invade the region for a short time.

There's no hard and fast time limit at which one becomes a native. If your nation was in a region before it was invaded, it's considered native. If there's no invasion going on, then the term "native" doesn't apply.

That's not entirely true. If a defender or invader nation stays in a region after a first invasion happens, and then a second invasion occurs some time down the road, that nation is still not considered a native of that region.

For example... if there is a nation I don't want in my region, I would be able to ban them without them even coming in.

I think that's one of the things that is meant to help level the playing field for invaders and defenders, etc. I've wanted to do that before too, but just have to be quick enough to catch them. Of course, now they can't even get in my region, so no worries. ;)

If the second invasion is related to the first, then I could see that. But if it's simply another random invasion down the road, with nothing to do with the invasion that brought the nation into the region to begin with...
