DoS - Delete on Sight, if a nation has been given this status, then whenever a mod encounters a nation owned by the player with the DoS order, then guess what? It'll be deleted.

Yes, around here (NS) DoS means "delete on site"

However in computer terms DoS means "Denial of Service" which is a way people can mess with you and your computer. But that's a whole other story.. ;)

Mods have no permission to change names.
Why don't you just start a new nation with the correct spelling?

I would suggest creating a nation by the name you want now, so it can begin growing in population. However, your current nation name will have to stay the same. Them's the rules. ;)

He can't start one with the correct spelling. That name has already been taken by a former nation.

It's a little bit more severe than that. Nation names are used as unique identifiers in NationStates and can only be manually changed by Admins. Even then, it's a lot of bother and risks causing a bug that could take down the entire server, so all name-change requests are categorically refused.

In that case, he can't have the national name. The owner of the other nation might request a resurrection. Sorry.
