Ive notice before that some regions sometimes regain their founder status. How does this happen? Would like to write a longer post, but i cant think of anything else to say.

They get revived in Lazarus.
Usually they move back to their region. The instant they are revived, they get the founder status back again. :)

A mod will give a region another founder if we think your case is "exceptional", but that doesn't happen very often.
You can also ask everyone in the region to leave voluntarily, and when the region is empty, it will auto-delete, and you can found a region with the same name, with your nation as founder. Note that if you do this, the delegate of the region may not eject anyone to get them to leave.
Greymarshes is right, too, if the old founder comes back to the game asks for his nation to be revived (this is not applicable if the nation was deleted for rules infringements).
