The person that was the founder of our region, (Menotomy), was deleted due to inaction. He has recently rejoined the community under a different country, "The People's Republic of Conistonia". I was wondering if there was a way to get him back his Founder title.

Yes, but only from inactivity, if the mods toasted it, then it's gone for good.
