I recall reading a rule against making a resolution that contradicts a previous resolution. Now, I cannot find this rule in writing anywhere. Is it still forbidden?

The post you are looking for is Before you make a proposal... (http://forums2.jolt.co.uk/showthread.php?t=282176). It's a sticky atop the UN forum. Read the first post in its entirety.

Ah, yes, I missed that bit the first tme. But then aren't most resolutions opposites of ones accepted earlier, and therfore against the rules?

I don't think it's against the rules to overrule a previous decision made by the UN. So, if one resolution passes which outlaws gambling, it should be perfectly valid to pass a resolution which legalizes gambling later.

However:
7. Repeals and Amendments
This is mentioned in the Game Mechanics section, but since people keep doing it I'm making it more emphasised - you may NOT submit proposals that seek to repeal or amend earlier resolutions.

Note a repeal or amendment is different from an entirely new resolution which just makes a different decision. The first attempts to modify a previous resolution (which might require an admin to go and edit the list of passed resolutions, plus the game engine can't actually make the claimed modifications to the nations' statistics) while the other is a decision all by itself.
