Legality question about telegrams

In the matter of regional delegate elections, I have been told 2 conflicting stories, and I was wondering if the truth could be made clear to me.

One person told me it was perfectly acceptable and legal to send 1 (and only one) telegram to each nation, asking that they unendorse the current delegate.

The other said that this practice was illegal; and any nation telegramming another, to ask they unendorse a delegate, is subject to censure or deletion.

I'm curious which is the truth; I have been unable to find the answer anywhere. Thanks, in advance, for your time and consideration into looking into this for me.

One particular unendorsement campaign was ruled illegal because it was falsely defamatory. One situation. No precedent was made.

Unendorsement campaigns are still widely waged and no one has ever said to stop.

We do that every 6 weeks, after elections are held. Unendorsement campaigns are needed to switch delegates. It wouldn't be logical to forbid it.

This was discussed among the Moderators in connection to the discussion on recruitment telegrams.

The ruling on recruitment telegrams are still pending, but may be announced soon.

One unendorsements telegram per nation is allowed so long as the telegrams are sent to a targeted audience. Specifically, that they are only sent to nations actually endorsing the target Delegate. If they are sent to nations not endorsing the target Delegates, or if they are sent to the Delegate, then they are spam as it's evidence that no thought went into who was being sent the telegrams.
