there is no need to tell people to ignore a certain nation, if they come into contact then they can make up their own mind if they dont it doesnt effect them. This is practicly greifing and to be honest all these older nations that seem to get a kick out of deriding newbies should no better. Sephroith woud be classed as a n00b but he is improving and to tolerate this is only going to let the persecution of small nations who maybe screw up on their first post more and more acceptable.

If someone isn't roleplaying well, then either help them learn how to roleplay or silently ignore them. If they're being a real pain-in-the-butt, then they're probably also breaking forum rules while they're at it, in which case, you report them to us.

I don't want to see topics like the linked topic, from anyone; it constitutes flamebait. I trust that I am understood.

You don't have to be sympathetic, you just have to be civil. If he goes to war with you, and the situation/RP quality is simply unacceptable, let him know, and discontinue contact. That's all you have to do.
But spreading negatives about another player, that's griefing, pure and simple. Help them or ignore them, but don't grief them. What does such behavior say about you?
In my own opinion, being a bad RPer is forgivable. Even being a silly Godmodding n00b is forgivable. Everyone has to start somewhere.
But when you're a veteran player, who knows the etiquette and rules of conduct, and you take it upon yourself to grief another player for his/her shortcomings, that's just pathetic. Such people do nothing but spread anymosity, and should, in my opinion, be banned.

Just remember that ignoring is done in silence. Telling someone that s/he is "ignored", is contradictory ;) And gloating about it is demeaning and flamebaiting.

"Ignoring" is a handy tool, but tricky in its use.
