Fine Line Between Invading and Griefing

The Nationstates FAQ states that ejecting large amounts of players from a region after invading is Griefing. However, in a rather small region (10-15 nations), would ejecting one nation after invading be illegal?

If you eject any native after invading a region, they must be immediately unbanned (and sent the password, if there is one). It would also be smart to keep the ejections to 1 or 2 nations.

I see this situation, but what if I was also a region native, who called in help to become UN delegate, and then rejected an unruly native member?

If you need help from outsiders to stay Delegate (that is, you can't get enough native nations to endorse you), then you are an Invader Delegate and subject to the invasion rules.
