Advise On Copied Real-World Resolution

OK, I'm running a "Resolution Work Shop" in the UN forum. I've MUNed for years, and having had two UN resolutions pass (and done extensive work writing several others), I have a basic idea of how to create UN styled resolutions.

Anyway, in the IDU off-site forum, an ally and friend suggested we address orbital weapons platforms. I've drafted for his nation to submit, a resolution that I'm hoping we can co-author (he can take the credit, I've already got enough political enemies), but I wanted Mod Advice ... I took a real UN resolution from last year and cut out all of the garbage:

Here is what we are looking at right now:

The NationStates United Nations,

Recognizing the common interest of all mankind in the exploration and use of outer space for peaceful purposes,

Reaffirming the will of all States that the exploration and use of outer space, including the Moon and other celestial bodies, shall be for peaceful purposes and shall be carried out for the benefit and in the interest of all countries, irrespective of their degree of economic or scientific development,

Recalling its previous resolutions on this issue, UN Space Consortium, adopted Feb. 29, 2004, and Tracking Near Earth Objects, adopted Jul. 5, 2004,

Recognizing that prevention of an arms race in outer space would avert a grave danger for international peace and security,

Emphasizing the paramount importance of strict compliance with existing arms limitation and disarmament agreements relevant to outer space, including bilateral agreements, and with the existing legal regime concerning the use of outer space,

Considering that wide participation in the legal regime applicable to outer space could contribute to enhancing its effectiveness,

Emphasizing the mutually complementary nature of bilateral and multilateral efforts in the field of preventing an arms race in outer space, and hoping that concrete results will emerge from those efforts as soon as possible,

1. Reaffirms the importance and urgency of preventing an arms race in outer space and the readiness of all States to contribute to that common objective;

2. Calls upon all States, in particular those with major space capabilities, to contribute actively to the objective of the peaceful use of outer space and of the prevention of an arms race in outer space and to refrain from actions contrary to that objective and to the relevant existing treaties in the interest of maintaining international peace and security and promoting international cooperation; and

3. Recognizes the growing convergence of views on the elaboration of measures designed to strengthen transparency, confidence and security in the peaceful uses of outer space.

CATEGORY: Global Disarmament
STRENGTH: Mild

Now I'd like to add, I've been wanting to do something like this since my Tracking Near Earth Objects resolution. I would see this resolution as the "balance" point to that proposal, game stats wise, though in reality it would establish our region and my nation as having a STRONG interest in space, which it does.

My question:
Can we cut and paste real UN resolutions when they look like and deal with only real world concepts and are devoid of real-world references?

Because this is the resolution I wanted to write, it just happened that while researching it ... I found something cleaner looking than I would make.

I think the answer is "no," IIRC, there's a thread floating around Moderation dealing with a subject of similar manner... I will do some research tonight for it for you.

Please do. Because the next question is at what point is it OK?

Above you'll notice I did put a reference to *2* NS resolutions, and I must have removed every single real-world reference (except for the moon) that was in the original document -- which was literally about half of the resolution. I can post a copy of the original or a link easily enough.

I just felt that the words above actually worked, and this is an idea I've been hot for ever since nations critized my Tracking resolution for being a "secret corporate ploy to build space weapons". It wasn't, and like my HIV resolution, which was based in response to some telegrams from African nations, I actually do like to follow through on comments and actions. (The UNEC funding resolution is yet another example of my follow through.)

The reason I'm asking is two part:

1) I've not seen this done before (but real UN resolutions are kinda some sort of pirates treasure around NS UN ... as many people don't think to look at them as a guide),

2) The following might be the rule that says this is a no-no:

8. Copied Proposals
There's no point in submitting a proposal that has already been made a resolution. So don't do it.


But I also interpet this as really saying, "Don't try to legalize prostitution in NS, because we already did that."

I'd argue that we don't yet have a "Peaceful Uses of Outer Space" resolution, and since the real UN doesn't apply, we can either use this or if necessary to keep the line clear, we could throw the words in a masher and come out with something that is still legally a plagerization, but technically harder to prove. :(

Yes you may, it's not like it hasn't been done in the past. Just a few things to keep in mind though. Any reference to the "real" world can't be included. Also you can't mention in "accordance with" things that have not already passed in the NS UN.. , however the concept of the real resolution is fine provided it doesn't conflict with passed NS resolutions.
