Would I get deleted if I remove my current nation from the UN and then make put a puppet nation of mine into the UN?
If you resign your UN nation you can apply another puppet to the UN, no problem.

Just make sure wait at least 24 hours in between resigning from the UN and joining with another nation to ensure that the UN multi scan doesn't pick you up.

If you knowingly had 2 UN nations and they were ejected from the UN, you're not getting either back and yes, it is justifiable under the site's rules.
Accusing other people of multying is poor taste, true or not -- this should have gone in the Getting Help page.

i usually just keep about an hour or so between it

Yeah, some nations do that, but the mods have said time-and-time again to give it 24 hours if at all possible, because sometimes an hour just might not be enough.
