I still have no idea where the rules are listed, if anywhere, so I apologize if this is already sitting around somewhere.

Is regional recruitment by telegram allowed? I know the Pacifics have to accept one HQ ad per day, but I don't know what the rulings on telegrams are if there are any. Thanks in advance.

There was a thread about that at one time. You can't t-gram the same nation twice from the same region, if I recall. That can be a pain in the butt to remember, but the onus is on your region.

My region keeps one person in charge of recruiting and is selective on who we want. What this means is that we don't t-gram every single nation in a region, but we target specific players who may have an interest in what we are doing. I think that is the responsible way to conduct recruiting.

Someone once contacted us that it's probably unwise to recruit larger nations who are obviously vested in the region. Generally, we try to target nations that are less than 500 million, although occasionally we do ask some larger ones who appear that they may have the same interest as us.

Yeah, I started the thread on regional recruiting telegrams, but the mods have yet to rule on the legality of it.
