It would help if you posted a copy of it here.
The mods are pretty good about removing any proposal that is a game mechanics issue. They also will nail any repeal proposal they find.
The third type of proposals that disappear are ones that they feel aren't worth the UN's time ... in english: joke resolutions. This sometimes run their course, but none have made it to the UN floor.
Anyway, the mods are busy people. If you post your proposal here, UN regulars can *guess* what went wrong and we'll even tell you what you might want to do to change your proposal around.

Well, since that means you'll have to start over again, instead of making another fire & forget, post a draft of your next idea here. At the very least, you can ignore whatever feedback you get. At the best, people will spot check and flag a few things that you can change before submitting it.
Usually if people make a suggestion and that suggestion is incorporated into your resolution, they are less likely to be hostile towards you and your resolution during the debate. :)
