I would like to make a request of the mods, but it does not fit in the topics on the "Getting Help" page, and I do not want to TG a specific mod, and I do not have ICQ. What's the most polite way to send a request?

Submit it through Getting Help under "other: response to moderator".
What you mean, I think, is IRC, which is really worth getting anyway.
If you're able to be more specific about the nature of the request you wish to make, we can be sure that this gets sent to the right place

Correct. Any request that doesn't fit neatly goes into the "Other: Response to Moderator" category.
