A question for MODs about UN resolutions

I would like to know whether it is against the game rules if a resolution states that it affects non-UN members, for example a human rights resolution that states that sanctions will be imposed for non-compliance no matter if the concerned nations are UN members or not?
I would guess that it is not permissible, since the resolution would then give an impression going counter to its actual effects, but I would be grateful for a MOD opinion.

You can't enforce UN law on non-UN members, no. You can mention non-UN members in proposals, but only with regard to what UN members are allowed and not allowed to do to them.

Nope.
In fact, it might even be considered a "Major Infraction" and result in immediate ejection from the UN.
