I've said this before, but I'll reiterate it here in case you didn't see it the first time:
The time to prove that you can stay on the site without causing a problem is before we declare you permanently banned from NationStates. You had several chances to prove that you could follow the rules; you didn't take those chances. You are not getting another chance.
So, without putting too fine a point on it: Your appeal is denied.
