If a nation has a name that's offensive in another language, a language not many speak, will it still get deleted if it's found out?

And the reason I wonder is that I have reported such a nation, about a week ago, and it still exists. http://cc.smisk.us/smilies/surprise/nixweiss.gif

Any nation deemed to have an offensive name will be deleted. What's the name of this nation?
