Okay, for future reference: The "start=" part says which post to show at the top of the forum window screen. The first post of a topic is post 0. There are 20 posts per page, so the first page has posts 0 through 19. Subsequent pages would therefore be:

http://www.nationstates.net/forum/viewtopic.php?t=145074&start=40 <--The third page
http://www.nationstates.net/forum/viewtopic.php?t=145074&start=60 <--The fourth page
http://www.nationstates.net/forum/viewtopic.php?t=145074&start=220 <--The 12th page
You can get the URL to the current page by right-clicking (Windows) or control-clicking (Macintosh) on the title of the topic on the current page that you are viewing.
Giving a link to the first page of a topic and merely saying "page 12" will suffice (as BLARGistania has done), that's perfectly fine. However, a direct link to the relevant page is a little bit faster (especially given how slow the forums can get) and potentially less confusing.
Just thought everyone (who doesn't already know) might be interested in knowing that. :)

Or, at the top of an individual post, look for the little page graphic. It will give you a link to the specific post.
