Can a UN delegate eject everyone from a nation so then their (dead) founder can reform it using a puppet account?

there are probably conditions for that, I say post better details on teh situation so the mods can give you a good clear answer.

Depending on who did the ejections, this might be what happened in The Moonlit Islands.
Previous mod rulings refered to it as being legal only when a nation is the founder and ejecting nations using the founder nation itself. This has come up before in situations where a founder was DEATed for rule violations. Having lost Founder access simply meant also losing the ability to boot nations and recreating the region easily.
A possible problem I can see with allowing it in cases where, for instance, someone forgets the password to the founder nation and failed to set an email address, is proving that the player who founded the region actually wants this to happen. It comes down to the same burden of proof as getting the founder nation back, which I think would then be the prefered course of action.
We'll see what a mod has to say, I'm just throwing in some considerations based on previous rulings.
