CCEvilEmpire was kicked from the region by Crimson Blades, but I guess he was taken off of the ban list, because he's back in, taken the delegate's position, and has ejected at least 4 people from the region.
CCEvilEmpire isn't to bright either.. The nation CCEvilEmpire and CEvil are both in the UN.. also, I would check to see if Hostile Nations is also a puppet-multi. Also, he is using it multi(s) to gain delegateship and grief.
