On #1, Spirit Mechanics is correct. We don't want to be processing population-chagne requests on top of what we normally deal with. The Getting Help page is backlogged badly enough as it is.
On #2, I assume that you didn't intend to report these telegrams, as the telegrams no longer exist in your telegram box.

Yeah, that would be the source of the confusion. I do call those "Private Messages". "Telegrams" refer to NationStates telegrams.
