If a moderator comes in and finds a UN delegate breaking the rules, will they also remove the password of the region they password-protected?

It won't matter, because as long as the founder hasn't restricted regional controls from the UN delegate, the new delegate has access to the regional controls and can delete the password themselves.
<--- not a moderator.

but what if there are still invaders in there that supported the UN delegate? Is that still perfectly legal?

As long as the invasion was done legally, the UN delegate has the power to password the region.

well, mostly when an invader delegate griefs a region, and gets himself deleted, the mods take off the password, and clear the banlist..
at least that's what i've seen..

I assume he refers to a case where the Delegate was subsequently deleted for such rulebreaking.
...
If I notice an illegal invasion, I will delete the Delegate responsible and clear the regional banlist and password. As a matter of fact, I did something like this not more than three hours ago. Perhaps this is the case to which you refer?
