Is it legal that the founder can spam his or hers region's regional happenings or civil HQ?

I have couple founder puppets and I'm getting pretty annoyed with those spammers who only jump in and send the recruiment message.
And of course they jump in when I'm not around to kick them... :evil:

Incorrect. The Founder is allowed to spam his/her own regional board, as well as the regional happenings list. Just make sure that when you're doing the regional happenings list you don't affect any other regions. Just turn delegate access to regional control on and off or something like that,

Hmmm. My understanding of the rules as just another player is that nobody is allowed to spam at all. It's just that lenience is granted to Founders who clear the Civil HQ to get rid of other (more annoying) spam. So, that would then not be a free pass for founders to spam their own region to their delight.

Correct.

Leniency is granted to Founders who clear their CH board, though we will not be pleased with Founders who go totally nuts in this regard.

It was reported here, and if I remember correctly a mod ruling was made that said that it was legal because it was done by allowing and disallowing the delegate access to regional controls, so it didn't affect any other regions.
Unfortunately I can't remember even a rough date of this so I can't go and look it up.

Can the Founder clear the Region's Civil Board? How?

My guess is that you could move your nation or several puppets in an out of the region to clear up the regional happenings. My suggestion is that you use puppets and only do this sparingly because many nations like to see who is coming in and out of the region. I did this once because a nation with an inappropriate name entered my region and I really did not think anyone needed to see that name for several days until it bumped off the regional happenings.

This is merely a suggestion, and I think it sort of remains in line with the spirit of what Cog had to say. However, I may be wrong in that regard and it might be best if we get a mod ruling on this.

if you have a region you founded, and it is getting recuritment spam, Report the Perpetrators to the Mods, and get a trusted player or a mod onduty to witness it at the time of the report so that the offender can be Deleted.
