I am curious if you are banned from the UN ; then you let you nation die of inactivity. When you resurrect the nation is it still banned?

I'd assume since the current rule stands that once a nation has been ejected from the UN, it is banned for it's life, alive or dead.
I'd think if someone had been banned for UN multiing, well, they could let the nation die of inactivity and then rejoin the UN once resurrected. That's not fair, and it goes against the rules established to deal with this sort of thing.
