Where would i post to recruit people for my region? Or can I not do that at all? I don't want to spam or anything, so which forum would be appropriate for such a post?

Gameplay forum. Create your own thread or use the regional directory that is stickied.
OR
Create an entry for it in the New NationStates Super Thread, which is stickied in the NationStates forum.
