What IS and IS NOT spam?

Ive looked through the faq's..and Im still a little gray on what is considered "spam"...
Ive more than a few threads locked becuase "they have to be about SOMETHING".
So..I was hoping someone could make a final judgement....what makes a thread lockable, becuase its spam?

"Spam/SPAM: Off-topic, irrelevant and multi-posts that clog the server. This includes posting lots of smilies which is known as Smilie Spam. Also akin to spamming is Post-whoring which is when a player posts anything just to increase the postcount. Going in and out of a region and hence filling up the regional events board with departing and arriving messages is known as Events Log Spamming and is not allowed. Spamming to the point where you get deleted is known as Klamathing. yet, threads like the "coffee shops"..or the "temple of the mods" or "we damand our magical powers" are NOTHING but this.
Yet..they are still allowed to exist?
Why?
what makes these legal?
If I were to start a thread called.."The Blatant Spam Thread", and make my first post say something like.."
*makes a coffee*
It would be left alone.......but isnt this useless spam?

Well, I figure the difference is that in the "coffee shop" type threads, at least some general chat/role-play is going on, which is different than post-whoring. At least in chatting/role-playing there is an actual conversation going on, where as post-whoring is just random posts that follow no particular flow. Even then, I do believe there is a limit to how large chat-type threads are allowed to get...65 pages I think.

I guess you havent been in one of those threads then.....they dont 'roleplay"..they just post useless random words, with little content.
Im just curious to hear it from a mod.

The "club" threads have roleplay, frequently.
I have been several people there.
It seems to me that if Seinfeld can have a sitcom about "nothing", we could have amusing threads about nothing as long as they had some coherent premise, such as a game or club.

As long as a thread has something approximating an ongoing theme, it is not spam. So for example a silly RP about breaking into Forum 7 would not be considered spam. But if a thread consists of people sitting about having a conversation along the lines of:
Um. Woo!
